    Brief

Royal Borough of Kensington and Chelsea (RBKC) and Westminster City Council (WCC) are seeking market feedback on upcoming contracts to provide volunteering opportunities for adults with learning disabilities and/or autism support needs. Current contracts expire in March 2027, with new services commencing April 2027. Service Overview: The volunteering opportunities service supports eligible adults under the Care Act 2014 by providing high-quality support to access volunteering placements, build skills and confidence, and promote personal growth and community engagement. Services aim to reduce social isolation, showcase volunteering as a route to wellbeing, and facilitate pathways to employment through work experience in education, health, social services, and charitable sectors. Service Targets: RBKC seeks to reach 40 unique residents; WCC seeks to reach 45 unique residents. Contract Details: Indicative annual funding is approximately £21,320 for RBKC and £24,000 for WCC. Contracts will be procured under an open procedure (anticipated late summer 2026) in compliance with the Procurement Act 2023 Light Touch Regime. Contracts will be for a minimum of two years with an option to extend for one additional year. Market Engagement: This questionnaire (https://forms.office.com/e/JvgCRrtiZd) is not a formal tender or pre-qualification exercise but seeks market insight to inform procurement strategy and service specifications. Responses must be submitted by 23 June 2026.
