    Brief

    Plymouth City Council is seeking market engagement feedback to co-design an integrated Advocacy and Independent Visiting Service for adults, children, young people and families. This single service model will combine statutory and non-statutory advocacy functions while maintaining independence and expertise. The service will include: Adult Advocacy Services (Care Act Advocacy, Independent Mental Capacity Advocacy, Independent Mental Health Advocacy, Health and Social Care Complaints Advocacy, Court of Protection Representation); and Children, Young People and Family Services (advocacy for eligible children and young people, Independent Visitor Services, parental advocacy, and support for Families First Partnership Programme). Plymouth City Council invites providers and stakeholders to collaborate in shaping the service model, delivery approach and commissioning requirements to ensure high-quality, legally compliant and person-centred services. The pre-market engagement event will be held via Microsoft Teams on 2 October 2026 (time to be confirmed). To register, email jointcommissioning@plymouth.gov.uk with subject line 'Market Engagement Event - Independent Visiting and Advocacy Services' by Tuesday 29 September 2026 at 3pm.
