Emergency Residential Service for Children and Young People (Ages 7+) with Complex Needs

The Council is seeking a single provider to operate an OFSTED-registered emergency residential home on Council-owned property. The service will accommodate 1-2 children or young people aged 7 and above who have complex needs. This includes young people experiencing trauma, attachment difficulties, mental health conditions (including those transitioning from hospital care), neurodevelopmental conditions (ADHD, Autism Spectrum Disorder), substance use issues, or those at risk of or involved in criminal or sexual exploitation. The provider must be capable of managing high-risk behaviours and supporting young people who may be subject to Deprivation of Liberty safeguards. This is a block contract arrangement with a single provider, and the Council will make the residential property available.
