Washroom Paper Disposables Supply Framework Agreement

Hertfordshire County Council is seeking qualified suppliers to establish a Framework Agreement for the supply of washroom paper disposables and dispensers to public sector customers across the UK, including schools and local authority establishments. This is an open procurement process divided into two lots: Lot 1 (branded paper consumables - must match specified brands) and Lot 2 (generic/own-brand paper consumables - must meet specified dimensions). Suppliers will deliver products in bulk to central stores, with potential for direct delivery to end users. The anticipated total annual joint expenditure is approximately £2.475 million, with an estimated range of £2-5.2 million annually across all participating authorities (Hampshire County Council and Hertfordshire County Council). The total contract value over all extensions is estimated between £8-20.8 million. This is a framework agreement that will be executed as a deed.
