Supported Housing Development Partner Needed at Westbury, Letchworth

Hertfordshire County Council is seeking a Registered Provider (housing association or local authority) to develop, own, and manage a new supported housing scheme on Council-owned land at Westbury, Letchworth. This opportunity is part of the Council's five-year programme to increase supported living accommodation for disabled adults and extra care housing for older people requiring support. The successful partner will work under a long-lease arrangement and deliver modern, accessible homes that promote independence and wellbeing. The project will be funded through Homes England funding, Registered Provider investment, and Council resources. Site preparatory work is underway with design and enabling works planned for 2025/26, construction from 2026 onwards, and completion between 2027 and 2030. Outline planning permission will be secured through North Hertfordshire District Council. The selected Tenderer must enter into multiple agreements including a Grant Agreement, Nominations Agreement, Development Agreement, Lease Agreement, Service Level Agreement, and Heads of Terms. This procurement uses the Competitive Flexible Procedure under the Procurement Act 2023 and requires a Non-Disclosure Agreement before accessing detailed site documents. Tender submissions must be completed by 12:00 noon on 4 November 2026 via the e-tendering portal.
