    Brief

    Westminster City Council is seeking specialist Human Resources and Organisational Development (HR & OD) support to assist with their major organisational transformation programme (Fit for the Future 2030). This is a pre-market engagement exercise to test supplier interest and capability, not a formal procurement process. The Council is undergoing significant transformation involving service redesign, restructuring, and implementation of new operating models across multiple departments. While the Council has strong internal HR & OD capability, it needs time-limited specialist support during peak periods of design and delivery activity. External suppliers would be expected to support activities including: organisational design and restructuring; consultation and implementation support in unionised environments; workforce planning and change management expertise; and capability transfer to internal teams. Suppliers would operate as extensions of Council teams within established governance structures, with all decision-making and ownership retained by the Council. The proposed delivery model includes: engagement via existing compliant procurement frameworks or open tender; no guaranteed volume of work; typical commissions of up to 3 months; small specialist teams of 3-4 FTE; and an indicative cost envelope of £190k-£275k per commission. Strong emphasis is placed on equality, diversity and inclusion, values-led practice, and effective operation in high-scrutiny unionised environments. Interested suppliers should complete a brief survey (approximately 10 minutes) via the Council's procurement system (Jaggaer) by Friday 19th June 2026 at 1pm. Responses will be treated confidentially and used to inform the Council's approach.
