Welsh Water Hybrid Managed Service Provider Recruitment Framework

Welsh Water (Dŵr Cymru Cyfyngedig) is establishing a Hybrid Managed Service Provider (MSP) Recruitment Framework to support its in-house recruitment function. The Framework will provide temporary agency workers, interim contractors, fixed-term contract employees, and permanent employee recruitment services across specialist disciplines. Welsh Water will retain its in-house recruitment team and overall governance while outsourcing specific recruitment and workforce management activities to appointed MSP suppliers. MSP suppliers will handle candidate sourcing, screening, onboarding, IR35 compliance, payroll administration, and management reporting. The requirement is divided into seven specialist lots, with up to three MSP suppliers appointed per lot to ensure resilience and competition. Suppliers may bid for one, multiple, or all lots based on their capability and capacity. Welsh Water will maintain final candidate selection authority, recruitment strategy oversight, and supplier performance management. The Framework covers temporary agency workers, interim workers, fixed-term contract employees, and permanent employees. This procurement aims to improve value for money, enhance management visibility, ensure robust compliance, and streamline recruitment processes while leveraging specialist recruitment expertise where required.
