    Brief

    Kent County Council is establishing the Kent Homecare Open Framework Scheme to procure Care Quality Commission (CQC) registered homecare service providers to deliver safe, high-quality, personalized care and support services to children and adults across Kent, including in prison settings. This notice invites applications for the First Kent Homecare Open Framework, which will operate for 8 years with an estimated value of £172m (inclusive of VAT). The procurement is divided into two lots: Lot 1 covers Homecare for Adults Services (including optional Care and Support in Prison Settings) and Lot 2 covers Community Support Services for Children. Successful tenderers will be admitted to the framework on substantially the same terms, with no limit on the number of providers that may be awarded. Services must be personalized, flexible, collaborative, and delivered in home and community environments, promoting safety, dignity, independence and wellbeing. Existing homecare packages are excluded from scope. The Council intends to potentially reopen the framework scheme at 2, 4, and 6-year anniversaries. The framework is governed by 'light touch' rules under the Procurement Act 2023. Note that due to local government reform, the framework may be used by successor bodies delivering adult and children's social care services in Kent.
