Supported Living for Care Leavers Aged 18-25

This is a preliminary market engagement exercise (not a tender) to gather information about potential providers for supported accommodation for young people aged 18-25 who are care leavers with low to moderate support needs. The council is exploring service models that would provide: safe, good-quality shared accommodation within Leicestershire; flexible, needs-led support to help young people transition to independent living; assistance in developing practical life skills, emotional resilience, and social integration; and value for money through efficient use of Universal Credit housing support. The proposed service structure includes a block of shared accommodation beds paired with flexible support hours that can be allocated across residents based on individual needs and reduced progressively as young people gain independence. This information-gathering exercise aims to understand market capacity, delivery options, and potential partnerships.
