Mobile Emission Measurement System (PEMS) for Vehicle Testing

This contract involves the procurement of a fully mobile system for measuring emissions under real driving conditions, known as the Portable Emission Measurement System (PEMS). This system is intended for research, development, and homologation (Euro 7) of road vehicles, including both light and heavy vehicles powered by gasoline, diesel, LPG, CNG, synthetic fuels, and biofuels, as well as any non-standard fuel types (liquid or gas). The system will accommodate vehicles with manual, automatic, or continuously variable transmissions, and may include start-stop systems. It will also be used for testing all types of hybrid vehicles, including full hybrids and plug-in hybrids. Detailed specifications can be found in Annex 1 of the negotiation invitation. An organizational meeting will be held online within two weeks of contract signing to establish a schedule and inform the buyer of specific system requirements, such as calibration gases and power supply. Four weeks prior to shipment, the contractor must notify the buyer of readiness for preliminary acceptance testing at the contractor's location, which will be conducted with buyer representatives. After testing, a preliminary acceptance protocol will be signed, and calibration certificates for system components will be provided. One week before shipment, the contractor must inform the buyer of readiness for delivery. The system will be commissioned at the buyer's location, and acceptance tests will include verification of gas component linearity, leak checks, validation testing on a chassis dynamometer according to EU regulations, and emissions testing for one passenger vehicle and one heavy vehicle under real driving conditions. The delivery scope includes system documentation in English or Polish (at least one paper copy and an electronic version), including technical drawings, operating and maintenance instructions, a list of consumables and spare parts, and compliance declarations with emission regulations and safety standards. Training will be provided at both the contractor's and buyer's locations, covering legal and normative aspects, PEMS operation, system components, measurement preparation, calibration, data analysis, maintenance, and safety procedures. Certificates of completion and training materials will be provided in both paper and electronic formats, with essential safety and maintenance information in Polish.
