Sewage, Waste Management, and Cleaning Services – Maintenance Services for Sewers and Separators

The City of Helsinki's Economic and Planning Department's Procurement and Tendering Unit acts as the city's expert organization for procurements and as a tendering center. The City Office is a joint procurement unit as defined by procurement law, providing procurement services to the city's departments, agencies, and enterprises by tendering services and goods. The procurement decision in this tendering process is made by the City Office on behalf of the departments, agencies, and enterprises. The procurement may also include partners of Helsinki Group Procurement Ltd. The following partners have registered for this procurement: - Helsinki City Housing Ltd - Koy Pakkalantie 30. The procurement does not include the maintenance of sewers on the streets of Helsinki. The maintenance sites are primarily located in various parts of the City of Helsinki. A small number of sites are located outside the City of Helsinki, near the metropolitan area, such as the city's food production facility in Vantaa, which also serves as a security of supply unit, and a children's home located in the Outamo district of Lohja. The sites are mainly schools, properties, commercial spaces, production and office buildings, parking garages, daycare centers, and playgrounds managed by the clients. The maintenance sites do not include the so-called planning parks in the public areas of the City of Helsinki. The estimated maximum value of the procurement, excluding VAT, is 5 million euros. The estimated value includes the actual contract period (2 years) and an additional two-year option period. The aim is to implement a framework arrangement as a priority arrangement, selecting up to three (3) suppliers based on overall economic advantage unless there are fewer qualifying suppliers. In the framework arrangement, the supplier with the most economically advantageous offer is first in priority order, followed by the second most advantageous offer, and so on. The framework arrangement does not include a mini-competition procedure. For this procurement, if necessary, a small amount of services that fall under the same service category but are outside the procurement program may also be acquired. Procurements will primarily be made through price inquiries if the value of the procurement is below 10,000 euros.
