    Brief

    The procurement involves the installation, maintenance, and support services for existing camera surveillance systems in buildings and properties owned and maintained by the City of Helsinki and its various departments and enterprises. The buyer may acquire repair and preventive maintenance services for existing camera surveillance systems, as well as installation services that include design, installation, programming work, equipment, and user training. Tasks also include customer service for camera surveillance systems, introductory training, and on-call services. The provider will also offer a 24/7 on-call service for the systems, enabling maintenance and repair services for individual critical environments. The estimated maximum value of the procurement, excluding VAT, is 10 million euros. This estimated value includes the actual contract period of two (2) years, plus two (2) optional one (1) year extensions. The procurement will be carried out as a framework arrangement in a priority order, selecting six (6) contract suppliers based on overall economic advantage, unless there are fewer qualifying suppliers. In the framework arrangement, the supplier with the most economically advantageous offer will be first in priority, the second most advantageous will be second, and so on. The buyer reserves the right to conduct a mini-competition for the entire system procurement. Additionally, the buyer reserves the right to mini-competition for specific or historically significant items among the selected suppliers in the framework arrangement. Mini-competitions will be conducted by publishing a request for proposals in the Cloudia procurement system, where the details of the item will be described for proposal calculation. The supplier will be selected based on the evaluation criteria presented in the mini-competition request for proposals. Suppliers selected for the framework arrangement do not have exclusive rights to the procurements covered by the framework arrangement, as the buyer has the right to procure the same item outside of this framework arrangement. The buyer may also procure a limited amount of supplies and maintenance work that fall outside the procurement program but belong to the same product and service category.
