    Brief

    This contract involves the design and execution of works for the investment objective: a link bridge between DN1F km 4+200 and Corneliu Coposu Street. The estimated value includes implementation reserves amounting to 4,496,311.24 lei excluding VAT. To ensure the complete and timely realization of the investment objective, this contract covers not only the design and execution services but also the necessary services for the expropriation procedures of properties (land and, if applicable, constructions) affected by the permanent works. The estimated share of expropriation services according to the feasibility study is 10%, determined based on the total site area of the work, which is 20,979 square meters, of which 18,828 square meters represent public domain (DN 1F - for which topographic and evaluation services will not be provided), resulting in 2,151 square meters for which topographic and evaluation services are estimated to be necessary. Therefore, the economic operator is obliged to ensure the preparation of cadastral documentation, identification of affected properties, evaluation of compensations, as well as providing the necessary technical and legal support to the contracting authority for the expropriation procedure, in accordance with the provisions of Law no. 255/2010 and subsequent normative acts. Revision clauses according to Article 221 paragraph (1) letter a) of Law no. 98/2016, which anticipate possible changes that may occur during the execution of the contract, are as follows: [...] Additional information regarding the right to modify the contract and the revision clauses in accordance with legal provisions can be found in the general and specific conditions of the contract according to HG 1/2018 and in the Instructions for bidders attached to the award documentation. According to the provisions of Article 160 paragraph (1) of Law no. 98/2016 with subsequent amendments, the deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information regarding the award documentation is 18 days before the deadline for submitting offers. According to the provisions of Article 160 paragraph (2) of Law 98/2016 with subsequent amendments, the Contracting Authority establishes a single deadline in which it will respond to all requests for clarification/additional information, as follows: 10 days before the deadline for submitting offers. The response deadline for clarifications has been set so that economic operators have an adequate period to analyze the award documentation and subsequently to prepare their offers based on the responses provided by the Contracting Authority. *Any request for clarifications sent after the date mentioned in point A) will be considered late.
