Romania – Security Services for the Romanian Auto Registry

This contract involves the procurement of security services for the Romanian Auto Registry (R.A.) in the Romanian territory. The funding for this procurement comes from the agency's own resources. Interested suppliers have the right to request clarifications or additional information regarding the procurement documentation, with a deadline of 18 days before the submission deadline for offers. The contracting authority will respond to all requests for clarifications in a consolidated, clear, and complete manner on the 11th day before the submission deadline. Requests for clarifications received within 17 days of the submission deadline will be considered late and will not be answered. The procurement documentation includes minimum and maximum quantity estimates for the entire framework agreement and for individual subsequent contracts. These estimates are not exact quantities but rather projections based on the contracting authority's needs. The contracting authority reserves the right to increase the estimated quantity by up to 10% of the maximum quantity for the framework agreement or subsequent contract. The price for any additional services will be based on the financial proposal underlying the framework agreement, adjusted as necessary. The estimated value of the procedure will be expressed as a range, with the minimum representing the estimated value for evaluating offers and the maximum including potential increases. The maximum value for potential increases is 1,284,294.00 lei excluding VAT. Modifications to the framework agreement or subsequent contract based on this clause are regulated by law and are considered non-substantial modifications.
