Romania – Emission Measurement Equipment – "Update of Pollutant Emissions Laboratory to EURO 6e Standard"

The contract involves the supply of equipment for the "Update of Pollutant Emissions Laboratory to EURO 6e Standard." This includes the provision, installation, commissioning, configuration, and integration of the equipment into the Horiba STARS VETS infrastructure used by DSGSP for coordinating the dynamometric stand systems and processing the obtained data. The supplier is responsible for implementing the entire process of updating the laboratory to the Euro 6e standard, which is included in the price of the supplied equipment. The procurement is funded from the buyer's own resources. The contract will be signed by the buyer after the approval of the Revenue and Expenditure Budget of R.A.R. – R.A. for the year 2026, as well as the Annual Investment Plan for 2026. Any interested economic operator has the right to request clarifications or additional information regarding the award documentation (Article 160 paragraph (1) of Law 98/2016 and Article 103 paragraph (1) of HG 395 with subsequent amendments), respecting a deadline of 18 days before the deadline for submitting offers. The contracting authority will respond clearly and completely to all requests for clarifications/additional information on the 11th day before the established deadline for submitting offers (Article 160 paragraph (2) and 161 paragraph (1) of Law 98/2016 and Article 27 paragraphs (2)-(4) and Article 103 paragraph (2) of HG 395/2016). The contracting authority will not respond to a request for clarifications/additional information received within the 17 days prior to the established deadline for submitting offers, as such requests will be considered late.
