    Brief

    Norfolk County Council is seeking expressions of interest to establish a new framework for delivering day opportunities to approximately 2,170 adults with additional needs. This framework will provide both hub-based and community-based outreach services for adults aged 18 and over with mental health conditions, learning disabilities, autism, and/or physical disabilities. The new framework will consolidate all existing day services arrangements into a single unified agreement covering all specialisms. Service delivery will focus on achieving positive outcomes in wellbeing, independent living skills, community connection, and employment support. The framework will introduce a person-centred hourly payment model, replacing previous session-based funding, and will include built-in price mechanisms to ensure cost alignment across providers. This is a major procurement opportunity with robust quality assurance and safeguarding requirements. The framework will not include domiciliary care or older people's services.
