    Brief

Essex County Council (ECC) is conducting market engagement to inform future procurement of an AI-powered solution to transcribe and summarise conversations between practitioners and residents in Adult Social Care. This tool will help address operational pressures including rising demand, workforce shortages, and administrative burden, enabling practitioners to spend more time on direct care. ECC is seeking to understand the viability and readiness of the market to scale this capability across Adult Social Care services. The solution must meet ten key requirements: (1) accurate transcription across diverse settings, languages, and conditions; (2) configurable AI summarisation aligned with service templates; (3) human review and quality assurance functionality; (4) compliance with UK public sector security, privacy and GDPR standards; (5) comprehensive audit trails and responsible AI monitoring; (6) accessibility and inclusion features for diverse users; (7) integration with existing systems including M365, Teams and case management platforms; (8) reliability in both office and community settings; (9) scalability across multiple services and large user populations; and (10) sustainable and transparent commercial models. This market engagement survey seeks supplier responses on technical capabilities, implementation approach, compliance certification, and total cost of ownership to enable informed future procurement decisions.
