London Overnight Visitor Levy - Digital Collection System

Transport for London (TfL), on behalf of the Greater London Authority (GLA), is conducting a Preliminary Market Engagement process to identify innovative suppliers who can help develop a digital system for a potential London-wide Overnight Visitor Levy (Tourist Tax). The Authority seeks partners to design and deliver modern, efficient, technology-enabled solutions covering collection, administration, enforcement, and reporting of the levy. This engagement aims to understand market capabilities, identify proven international models, assess technical approaches, and inform future competitive procurement. Suppliers with experience in municipal taxation systems, lodging tax automation, visitor management platforms, payment infrastructure, or related service domains are invited to complete the Market Sounding Questionnaire (MSQ).
