Transport for London (TfL), on behalf of the Greater London Authority (GLA), is seeking qualified and regulated providers to deliver Specialist Immigration Advice Services (SIAS) for single adults experiencing or at risk of rough sleeping across London. These services help people sleeping rough clarify and regularise their immigration status to prevent or end homelessness. The procurement comprises five geographical lots covering different London regions: Northeast (8 boroughs), Northwest (7 boroughs), Southeast (6 boroughs), Southwest (6 boroughs), and North Central (6 boroughs). Successful providers must deliver four core service elements: triage and immigration assessment, further casework and resolution, legal aid escalation, and related support with partnership working and training. Optional services of up to 50% of core service value may be commissioned at the GLA's discretion. Service delivery begins July 2027. Lots 1-4 have initial two-year terms with optional four-year extensions; Lot 5 has a 21-month initial term with optional 51-month extensions. The estimated value is approximately £6.1 million for initial terms and £18.5 million for maximum six-year periods across all lots, with potential total value reaching £27.9 million including optional services. Bidders may apply for multiple lots but will be awarded a maximum of two contracts, subject to financial standing requirements and turnover limits (contracts cannot exceed 150% of annual turnover). Award decisions use a marginal benefit approach if a bidder scores highest on more than two lots.
