    Brief

Ofcom is conducting market engagement to gather feedback on its procurement strategy for a Children's Passive Online Measurement (CPOM) study. This is an information-gathering exercise only; participation does not commit Ofcom to any procurement process, and prospective suppliers will not be assessed at this stage. Taking part is not required to participate in future tender procedures. Scope: Ofcom seeks a research partner to conduct a study measuring online activities of children aged 8-17 years old, extending beyond the current study which covers only up to age 14. The study should provide insights into children's online usage levels with recent data available year-round, potentially through continuous monitoring or multi-wave data collection. The resulting data must be suitable for regulatory enforcement and compliance activities. Objective: Ofcom aims to validate that its study objectives and structure align with current market capabilities, including emerging possibilities and known limitations. Budget: £1,000,000 - £1,500,000 for the full 4-year contract term. This market engagement welcomes input on study design, data collection methodologies, and feasibility considerations.
