Brief

The Council is seeking a Lead Consultant to collaborate with artists, designers, and contractors to create a series of permanent public artworks for Westvale Park's Riverside Green Chain. The project will deliver a minimum of six distinct artworks, which may include site-specific sculptures, land art, eco-art installations, interactive works, murals, or functional art pieces such as designed seating and wayfinding markers. All artworks must be safe, durable, accessible, and shaped through meaningful community engagement. Sustainability is a core requirement, with artists expected to minimize environmental impact through careful material selection, local sourcing, and the use of natural, recycled, or reusable materials, in alignment with the Council's net zero 2030 commitment. The total budget of £225,000 plus VAT covers all project stages from research and concept development through detailed design, fabrication, installation, and community participation. The anticipated contract term is 12 to 18 months. Funding is secured through Section 106 contributions. Tender submissions must be made via the Council's e-tendering platform.
