Horley Community Centre Modernisation Works Contract

This is a £1.6m works contract to modernise and refurbish Horley Community Centre using the JCT Design & Build 2024 Edition contract. The successful contractor will complete design development from RIBA Stage 4 onwards and deliver all physical works to revitalise this community facility. The project includes: internal remodelling with partition walls and new spaces; replacement windows, doors, and all toilets including a new Changing Places facility; new wall, floor and ceiling finishes; external landscaping with resurfacing, planting, fencing and cycle stands; new entrance canopy with signage; rooftop photovoltaic panels; complete electrical rewiring and replacement of IT systems, fire alarms, access control and intruder alarms; and mechanical upgrades including heating system overhaul, ventilation, cooling, gas, water and drainage services. A Certificate for Lawful Development is in place. This procurement follows the Procurement Act 2023 Regulated Below Threshold procedure with a two-stage process: Stage 1 is a suitability assessment and Stage 2 is the invitation to tender.
