    Brief

    Tamar Crossings and Cornwall Council invite tenders for a replacement toll collection and cleaning services contract at Tamar Bridge. The service operates 24/7/365 across five mixed-mode toll lanes and two automated lanes, with a physical presence required at a plaza on the eastern (Plymouth) side of the river. The contract includes routine office and rest facility cleaning to support operational continuity. The initial contract term is three years with optional extensions of up to five additional years (maximum eight years total). The maximum budget for year one is £944,671, with an estimated total value of £8,350,221 over the full eight-year period (excluding VAT and including 4% annual compound indexation). An inflation mechanism adjusts pricing annually using 50% National Living Wage changes and 50% Consumer Price Index changes from the first anniversary. The contract structure allows flexibility due to ongoing investigations into potential Open Road Tolling (ORT) system implementation, which may affect future service requirements. Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply. The Authority reserves the right to request service variations at any time, with corresponding contract price adjustments to be agreed in writing. The current contract expires 31 March 2027.
