Regulatory Services Software Platform - Market Engagement

Cornwall Council is seeking supplier input to inform the future direction of its integrated software platform that supports regulatory, planning, environmental, licensing, building control, and related services. The current system, operational since 2010, serves over 450 users and manages critical statutory functions including development management, building control, licensing, environmental health, public protection, land charges, and housing services. It includes approximately 50 integrations with internal and external systems, GIS connectivity, mobile working, and customer self-service capabilities. Through this preliminary market engagement, the Council wants to understand supplier capabilities in supporting complex multi-service regulatory environments, managing large-scale data migration, ensuring legislative compliance, delivering robust integrations, and modernizing services through cloud technology, automation, and artificial intelligence. This is a market research exercise to inform the Council's long-term procurement strategy, identify alternative delivery approaches, and assess implementation risks. The Council currently plans to extend existing arrangements and consider a direct award to maintain service continuity while developing long-term requirements and planning a future competitive procurement. Participation in this engagement does not provide any advantage in future procurement activities.
