    Brief

The Department for Education (DfE) is inviting organizations to partner with its Free Breakfast Club programme, aimed at ensuring that pupils start their day ready to learn. This initiative is a key part of the Government's strategy to eliminate barriers to educational opportunities for all children. Once fully implemented, the programme will provide free breakfast clubs in every primary school across England, benefiting millions of children by helping them begin their day in a supportive environment. As of April 2025, the DfE has funded free breakfast clubs in 750 early adopter schools, reaching approximately 180,000 pupils, including around 79,000 disadvantaged children. This initiative is currently in a test phase before a broader rollout to all primary schools in England. The clubs offer 30 minutes of free childcare for working parents and a complimentary breakfast for all attending pupils. However, there is potential for greater impact through collaboration with partner organizations to enhance the delivery of these clubs. The DfE aims to build on successful local partnerships by coordinating efforts to ensure equitable access to resources at a national level. They are particularly interested in engaging food providers who can help schools maximize their food budgets through advantageous deals, making food procurement easier, more reliable, and flexible. A Partnership Opportunity document with more details is attached, along with a Draft Sponsorship Agreement outlining the legal terms and conditions. A webinar will be held on Microsoft Teams on July 11 from 11:00 AM to 12:00 PM for interested organizations. To register for this event or for any inquiries, please email breakfastclubs.partnering@education.gov.uk. This opportunity is published voluntarily for transparency and to stimulate market interest, as it is not subject to the Procurement Act 2023.
