Multi-Supplier Catering Services Framework for Cheshire Primary School Group

The Cheshire Primary School Group (CPSG) is seeking to establish a multi-supplier framework to procure catering services for its member schools. This framework will initially serve 11 schools, with potential for additional schools to participate later. Between 1 and 3 catering providers will be selected to deliver flexible, best-value catering solutions tailored to each school's individual needs and ethos. Participation in the framework is optional for schools. Key requirements include strong local infrastructure, reliable labour resources with relief cover, and minimum Employer's Liability Insurance of £10,000,000. The procurement process uses a competitive flexible procedure with a Pre-Qualification Questionnaire (PSQ) to establish a select bidder list. Selected bidders will be invited to site surveys and a tender briefing in mid-September 2026, with a tender deadline in mid-October 2026 and interviews scheduled for mid-November 2026. The contract will commence in April 2027 for initial schools, with a 3+1+1 year term structure (3 years initial plus two optional 1-year extensions, totalling 5 years).
