Eastlight Housing - Electrical Safety Compliance Services Procurement

Eastlight Housing is conducting a Preliminary Market Engagement (PME) exercise to gather supplier feedback on the delivery of Electrical Safety Compliance Services across its housing portfolio. This is an invitation to electrical contractors and specialist compliance providers to share their expertise and capacity. Services Required: • Electrical Installation Condition Reports (EICRs) • Portable Appliance Testing (PAT) • Lightning Protection Testing and Certification • Remedial works, voids, and mutual exchange support • Emergency and out-of-hours response • Resident liaison and access management • Compliance reporting and certification Portfolio Scope: The contract will cover approximately 13,100 domestic properties, 600 communal areas, 5 commercial properties, and 26 supported and specialist housing schemes. Feedback Requested: Suppliers are invited to complete a Market Engagement Survey by 6th August 2026, providing input on market capacity, contract delivery models, service standards, mobilisation timelines, digital reporting, social value opportunities, and risk management. Who Should Apply: Organisations with experience in social housing electrical compliance, EICR programmes, PAT testing, lightning protection testing, electrical remedial works, and compliance management are encouraged to participate. Note: Participation in this exercise does not provide any competitive advantage in future procurement processes. Feedback will be used to shape the procurement strategy and final service requirements.
