Roofing and Refurbishment Works Market Engagement for Social Housing

Eastlight Community Homes is conducting a Preliminary Market Engagement (PME) exercise to gather feedback from experienced contractors on an upcoming procurement opportunity for roofing, garage, and outbuilding refurbishment works across their housing portfolio. The procurement will be divided into two lots: Lot 1: Flat Roofing, Garage & Outbuilding Refurbishment Works, Including Wall Finishes - covering flat roof repairs and replacement, garage and outbuilding refurbishment, wall repairs and finishes, drainage works, and associated remedial works. Lot 2: Pitched Roofing Refurbishment Works, Including Fascias, Soffits, Bargeboards, Wall Finishes and PVs - covering pitched roof repairs and replacement, roofline components, solar PV installations with associated electrical works, and rainwater goods. Suppliers are invited to express interest in one or both lots. The works will be delivered across Eastlight's housing portfolio, including general needs housing, supported housing, sheltered accommodation, and associated outbuildings across their operating area, encompassing both occupied and void properties. To participate, interested suppliers must complete a Market Engagement Survey by Friday 6th November 2026, providing feedback on their capabilities, delivery models, supply chain arrangements, sustainability considerations, and other service requirements. Participation does not provide any advantage in future procurement processes. Contractors with experience in roofing, refurbishment, garage works, wall finishes, solar PV installations, planned maintenance programmes, social housing delivery, and resident liaison are encouraged to respond.
