Learning Disability and Autism Support Services Framework Agreement

Sheffield City Council is establishing a comprehensive Framework Agreement to commission care and support services for people aged 16 and over with learning disabilities and/or autism, including those displaying behaviours that challenge and those with mental health conditions. The framework is structured across six lots covering: Enhanced Supported Living (with and without accommodation), Severe Multiple Disadvantage services, Residential and Nursing Care Homes, Planned and Emergency Overnight Short Breaks, and Crisis/Bridging Support. This open framework operates for a maximum of eight years with mandatory reopening after the initial three years, followed by a second reopening after three further years, with the final period lasting two years. The Council is shifting towards outcomes-based commissioning, where success is measured by the results achieved for individuals rather than service processes. Service providers must work collaboratively with the Council, individuals, and their advocates to deliver person-centred support that meets needs, improves choice, enhances quality, and promotes independence. Interested providers should be prepared to demonstrate their ability to deliver measurable outcomes and engage meaningfully with service users in contract evaluation and management.
