Recruitment Support for Shared Lives Carers Through Independent Fostering Agencies

Sheffield City Council is seeking support to establish an incentive-based referral programme that encourages Independent Fostering Agencies (IFAs) to refer suitable candidates for its Shared Lives service. Shared Lives is a community-based adult social care model that matches vulnerable adults with trained carers in the community. The programme aims to: increase the volume of high-quality referrals into the Shared Lives recruitment pathway; improve application quality and candidate suitability; help meet growing demand for community-based care placements; and establish a consistent, professional triage and information process before referral. This initiative supports Sheffield City Council's strategic objectives to promote independence, strengthen community connections, and deliver cost-effective adult social care. Successful delivery will expand the pool of qualified Shared Lives households available to support vulnerable adults in the community.
