    Brief

Portsmouth City Council is conducting a market consultation to explore options for installing a modern digital projection advertising system on the Sails of the South, a prominent 43-metre landmark structure on the M275 gateway to Portsmouth. The structure receives approximately 31.4 million vehicle movements annually (86,000 per day), providing a high-visibility advertising opportunity. The Council is seeking information from the market on a Concession/Partnership Model (Option B) where an external operator would fund, install, maintain, and operate the projection system in exchange for revenue share, rather than the Council funding the installation directly. The proposed system would comprise three high-powered mapping projectors (one per sail) capable of displaying multiple rotating advertisements with remote content management, operating dusk to dawn (approximately 8 hours nightly). The system should support static and potentially animated content, subject to highway safety considerations. Interested organisations should complete the market consultation questionnaire on the InTend procurement portal to provide input on technical feasibility, commercial viability, and innovative solutions. This is a preliminary consultation to inform the Council's preferred delivery model and procurement approach; participation does not guarantee future work or provide competitive advantage.
