    Brief

Portsmouth City Council is awarding term service contracts for repairs and maintenance across its housing stock and corporate assets. The procurement is divided into three lots: Lot 1 (On-Island Residential), Lot 2 (Off-Island Residential), and Lot 3 (Corporate Assets). The Council intends to award all three lots to a single successful supplier. Scope of Services: The successful supplier will deliver comprehensive repairs and maintenance services including responsive repairs, void property works, statutory and regulatory compliance, planned maintenance, 24/7 emergency response, and building safety functions. Core services include general repairs, smoke/heat detector checks, electrical installation condition reports (EICRs), emergency lighting, ventilation checks, asbestos removal, fire door maintenance, door entry systems, and out-of-hours emergency support. Additional ancillary services may include decarbonisation, air source heat pump installation, water hygiene repairs, and gas servicing. Asset Base: The Council maintains approximately 17,500 residential properties (15,500 socially rented and 2,000 leasehold), comprising mostly purpose-built flats from the 1950s-1960s. The portfolio has recently expanded with approximately 800 properties across Gosport, Fareham, and Winchester. Corporate assets include schools, offices, warehouses, care homes, and sheltered housing. Historically, the Council processes approximately 25,000 repair and maintenance tasks annually per geographical area. Contract Terms: The contracts will operate on an NEC4 Option E Cost Reimbursable basis with an initial term of five years and optional extension for up to an additional five years. The estimated 10-year contract value for Portsmouth's current operational footprint is £336 million to £450 million, accounting for inflation, stock growth, decarbonisation requirements, and increased compliance obligations. Actual expenditure may vary based on service demand, void volumes, compliance requirements, emergency works, and new workstreams. Key Considerations: Suppliers must be prepared for potential expansion due to Local Government Reorganisation, which could substantially increase the Corporate Assets portfolio and geographic coverage. The successful supplier must demonstrate capacity to scale operations and adapt to evolving legislative requirements, including the Building Safety Act and Fire Safety Act. The Council reserves the right to modify the contract scope during the term in accordance with the Procurement Act 2023.
