    Brief

Portsmouth City Council seeks a Design, Build, Finance and Operate (DBFO) partner to develop approximately 60 new extra care housing units on a Council-owned site in Cosham, Portsmouth. The successful provider will be responsible for: designing the development to accommodate at least 60 affordable units (95% one-bedroom, 5% two-bedroom) in compliance with HAPPI, Housing LIN, and TAPPI standards; obtaining new planning permission for an enhanced scheme (existing approval is for 50 units); securing the majority of development funding (Council may contribute if viability requires); constructing the scheme within 24 months of planning clearance; and operating landlord and housing management services for a lease term of 40-250 years. The rent will be set at affordable rates (approximately £226/week for 1-bed, £255/week for 2-bed) with 100% nomination rights to the Council on a 100% affordable rent basis. Care and support services will be procured separately by the Council. The site benefits from cleared land and a new access road. Key milestones include procurement completion by May 2027, planning application submission within 6 months, and formal development commencement within 4 months of planning permission. The scheme must achieve reasonable sustainability standards (BREEAM Excellent/Good) and support quality of life through communal spaces and facilities. The provider will be barred from bidding for the associated care and support contract. Full procurement documents are available via the Portsmouth City Council supplier portal.
