Property Maintenance and Responsive Repairs Framework (EEM0082)

Efficiency East Midlands (EEM) is seeking qualified contractors to establish a Property Maintenance and Responsive Repairs Framework to replace the expiring DPS0009 framework (expires 26 September 2026). This four-year framework, procured through a Competitive Flexible Procedure, will supply internal, external, and whole-house property maintenance, refurbishment, and responsive repair services to EEM members' domestic and commercial property portfolios. The framework is divided into three lots: Lot 1 (Whole House Internal/External Repairs up to £2m), Lot 2 (Whole House Internal/External Repairs over £2m), and Lot 3 (Reactive and Responsive Repairs with Midlands coverage). EEM will appoint up to 10 contractors per lot, plus reserve bidders. Domestic properties include housing stock, bungalows, flats, sheltered housing, garages, and depots. Commercial properties include business units, offices, hospitals, care facilities, schools, universities, student accommodation, community centres, leisure facilities, libraries, car parks, and industrial units. The two-stage procurement process requires Stage 1 submission (5 May – 19 June 2026) including a questionnaire, pricing schedule, and competence questions. Stage 2 (7 August – 18 September 2026) applies to qualifying bidders. Contractors must hold required accreditations and qualifications. All bidders must declare corporate relationships and designate a lead entity if multiple group members tender. The framework is accessible to all publicly funded organisations including local authorities, NHS bodies, schools, colleges, universities, registered social landlords, emergency services, charities, and government departments. Call-off contracts may extend up to five years beyond the four-year framework term.
