Single-Supplier ICT Procurement Framework

This procurement establishes a single-supplier framework under Section 45(4)(a) of the Procurement Act 2023. EEM has determined through market analysis, statutory review, and Project Management Executive feedback that a single neutral vendor is the only proportionate and effective approach to deliver the complete scope of ICT requirements outlined in the Invitation to Tender (ITT). This framework ensures coordinated delivery of integrated ICT services while maintaining vendor neutrality across the organization's technology needs.
