Train Planning and Rostering Systems Replacement

Chiltern Rail is seeking managed software solutions to replace its Train Planning and Rostering systems. The procurement is divided into two lots that suppliers can bid for separately or together. Lot 1 - Train Planning System: A vendor-hosted solution for train planning and diagramming, including timetable creation and management, rolling stock and crew diagrams, scenario modelling, version control, reporting, and integration with operational systems. Lot 2 - Rostering System: A vendor-hosted solution for staff rostering across train crew, station staff, and engineering teams, including roster creation and validation, leave and overtime management, shift swaps, fatigue assessment, self-service portals, and integration with operational systems. The successful supplier(s) will provide end-to-end managed services including software, hosting, implementation, data migration, integration, testing, training, support, maintenance, and exit assistance. Contract start is 26 July 2027, with operational go-live targeted for 1 March 2028 and full implementation by 30 June 2028. The initial contract term is 60 months with optional extensions up to 24 months. Estimated annual values are £140,000-£430,000 (Lot 1) and £210,000-£500,000 (Lot 2), with combined contract value of £2,500,000-£6,500,000 over the full term excluding VAT.
