    The National Gallery seeks an experienced Highways and Transport Consultant to lead all transport and highways aspects of a major new building development at Trafalgar Square, London. This complex project requires integrated highways engineering and transport planning expertise to manage public highway interactions, access, servicing, and statutory approvals in a sensitive urban heritage setting. Key responsibilities include: • Acting as Lead Highways & Transport Consultant for all matters affecting the public highway (adopted or unadopted) • Providing coordinated highways engineering and transport planning services aligned with operational requirements, policy compliance, design standards, and legal processes • Liaising with Westminster City Council, Transport for London, and other relevant authorities • Coordinating with project team members including architects, engineers, planners, and legal advisers • Managing statutory approvals including Section 278 works, Traffic Management Orders, stopping-up processes, and oversailing/undersailing licences • Developing transport strategies for pedestrianisation, access restrictions, servicing, parking, cycling, and public realm integration • Supporting the project from planning through implementation, including ongoing technical support for statutory approvals and highway delivery The consultant must demonstrate capability in managing complex highway-related processes, public realm coordination, and stakeholder engagement within a constrained urban, cultural, and heritage context.
