    Brief

    Portsmouth City Council is inviting expressions of interest from qualified contractors to join a multi-contractor framework for coastal and flood defense works serving the Southern Coastal Group (SCG) and SCOPAC. The framework replaces the existing SCG Minor Works Framework and will run from March 2027 for four years with an optional two-year extension. Contractors can apply for one or more of three lots: Lot 1a (Minor Coastal Civil Engineering Works), Lot 1b (General Coastal Civil Engineering Works), and Lot 2 (Specialist Beach Management). Each lot will have a primary tier of up to 4 contractors and secondary tier of up to 2 contractors. The total estimated framework value is £25M-£75M over six years. Stage 1 requires submission of a Procurement Selection Questionnaire by 14 August 2026 at 12:00, with approximately 8 contractors per lot shortlisted for tender. Works will be contracted using NEC4 Framework Contracts (ECC, ECSC, TSC, TSSC) or Standard Authority Purchase Order Terms and Conditions for lower-value projects. Individual lot call-off values typically range from £10K-£5M, with annual lot usage estimated at 10-20 commissions for Lot 1a (£500K-£1M), 5-10 for Lot 1b (£2M-£5M), and 5-10 for Lot 2 (£500K-£1M). Note: Portsmouth City Council will merge into a larger unitary authority effective 1 April 2028; framework contracts will include assignment clauses permitting transfer to successor authorities.
