Independent Assurance Services for Biometric and Identity Technologies

The Home Office is seeking specialist assurance services to independently assess biometric and identity technologies used across the organization. The services will evaluate biometric performance, resilience, and risk in live and pre-production environments to ensure solutions perform as intended and can withstand security, fraud, and operational threats. Key Service Areas: - Biometric Algorithm Assessment: Technical evaluation of biometric algorithms and their performance characteristics - Adversarial Operation Assessment: Testing biometric systems under realistic and adversarial conditions to identify vulnerabilities - Other Related Specialist Assurance Activity: Additional assessment services as required The procurement aims to establish a flexible, scalable capability that can be applied across multiple programs and use cases. Services will be delivered on an as-needed basis through individual statements of work, with specific activities commissioned as required. Work will be conducted primarily in the UK with on-site attendance where necessary. Scope Exclusions: Services are limited to independent assurance and assessment only. Vendors will not design, develop, implement, optimize, train, or operate biometric systems.
