Integrated Security Services for Northern Trains and TransPennine Express

Northern Trains Limited (NTL) and TransPennine Express (TPE) are seeking a single security service provider to deliver integrated security across both rail networks. The supplier will provide Travel Safe Officers, station security, and Counter Terrorism Patrol services to enhance customer and staff safety, reduce crime, and meet railway and government security requirements. Key responsibilities include proactive patrols, incident response, enforcement of Railway Byelaws, safeguarding support, and intelligence-led security activities across managed stations and operational locations. The supplier must deliver a flexible, responsive service model capable of adapting to changing priorities, seasonal demand, major incidents, special events, and ad hoc operational needs. The service provider will supply all management, supervision, training, vehicles, uniforms, equipment, body-worn cameras, reporting systems, and operational support. Close collaboration with NTL, TPE, British Transport Police, and other stakeholders is essential to develop deployment plans and maintain alignment with evolving security risks and business objectives. Performance will be measured through key performance indicators covering operational delivery, resource availability, patrol completion, incident management, compliance, customer service, and reporting. The successful supplier will be an experienced security partner capable of delivering a safe, secure, and welcoming environment while supporting both operators' safety, security, and customer experience goals.
