    Brief

    The Department for Environment, Food and Rural Affairs (Defra) is seeking Expressions of Interest for the procurement of two integrated airborne lidar and camera systems. These systems will be used by the Environment Agency to map terrestrial and coastal environments for flood and coastal risk management and incident response operations. Key Requirements: - Fully integrated airborne lidar system with 4-band NIR-RGB camera capability - High-accuracy digital elevation data and metric imagery suitable for orthophoto production - Class IV laser capable of detecting returns from low reflective surfaces at higher altitudes - Tightly coupled GNSS/IMU positioning system supporting multiple satellite constellations - Simultaneous data capture from lidar and camera without separate hardware or software - Comprehensive software suite for mission planning, data acquisition, processing, and quality assurance - Compatibility with ArcGIS shapefiles and UK-specific coordinate systems - Demonstrated real-world performance in UK or equivalent high-humidity environments - Clear advancement over current dual-sensor configurations in efficiency, processing, and data quality The solution must be delivered as a cohesive, end-to-end system ensuring consistency and reliability from mission planning through to point cloud outputs and RGBNIR imagery.
