Civil and Structural Engineering Services Framework Agreement for Housing Development

Link is seeking to establish a four-year framework agreement with up to six qualified civil and structural engineering practices to provide engineering services for new build housing projects across Scotland. The framework will support Link and its subsidiary companies (Link Housing Association Ltd, Link Living, Horizon Housing Association Ltd, Larkfield Housing Association Ltd, and West Highland Housing Association Ltd), as well as external partner organisations and registered social landlords operating in Scotland. Key Requirements: - Principals must be members of the Institution of Structural Engineers and Institution of Civil Engineers (or equivalent) - Practice must be a member of the SER Scheme; ACE membership also acceptable - Minimum 5 years' experience with affordable housing projects (5-500 units) - Suitable practices may also provide Principal Designer services under CDM Regulations 2015 Scope of Services: The framework will primarily cover civil and structural engineering for new build housing but may extend to rehabilitation, extensions, office and commercial properties, adaptations, and planned maintenance. Projects will vary in size, tenure, and type, including mainstream housing and specialist needs accommodation across all affordable tenures, private rental, and market sale properties. Geographic Coverage: Projects will be located mainly in the Central Belt of Scotland, Argyll & Bute, and the Highlands, though work may occur anywhere in Scotland. No specific unit numbers or geographic guarantees are provided. Commissioning: Individual projects will be commissioned through direct selection or mini-tendering to identify the most economically advantageous tender. There is no guaranteed volume of work.
