Construction of Urban Heating Networks in Carcassonne

The purpose of this contract is to appoint a contractor for the design, financing, construction, and operation of the heating network in the Bastide Saint Louis district of Carcassonne. This follows a decision made on June 26, 2025, by the City of Carcassonne to approve the principle of public service delegation. The contract will be executed at the contractor's own risk, in accordance with the general principles of concession law and all applicable legal and regulatory provisions at the time of execution. Specifically, the contractor will bear the risk associated with the operation of the services, with the risk transfer understood as per the second paragraph of Article L. 1121-1 of the Public Procurement Code. The value of the concession is €37 million (net of tax), which represents the cumulative revenue over the duration of the contract as outlined in the feasibility study.
