Romania – Computer Equipment and Accessories – IT Equipment – Laptops, Monitors, Multifunctional Devices, and Interactive Displays

This public procurement contract involves the supply of IT equipment, including laptops, monitors, multifunctional devices, and interactive displays. These items are necessary to support the implementation of the National Recovery and Resilience Plan (PNRR) in the educational sector, managed by the Ministry of Education and Research (MEC) through the Directorate General for PNRR (D.G.I.P.N.R.R.). The awarding procedure will be conducted online, with the publication of the Award Documentation, which any economic operator engaged in the supply of the products in question can participate in. According to Article 160, paragraph (1) of Law no. 98/2016, any interested economic operator has the right to request clarifications or additional information regarding the award documentation. To provide economic operators with sufficient time to analyze the award documentation and, if necessary, submit requests for clarifications, the contracting authority (AC) establishes a period of 6 days before the deadline for submitting offers during which requests for clarifications can be submitted. These requests must be sent exclusively through the SEAP platform, in an editable format, signed with an extended electronic signature. In compliance with Article 161, paragraph (1) of Law no. 98/2016, the AC will publish a consolidated response to all clarification requests on the 11th calendar day before the deadline for submitting offers. If any changes occur after the publication of the participation announcement, the AC will publish an official response that will be published no later than 3 working days before the established deadline for submitting offers. Changes can be issued at any time before the deadline for receiving offers; however, the AC will allow, if necessary, a sufficient period for preparing offers by extending the deadline for receiving offers. The deadline will be extended by a period determined proportionally to the content of the information included in the clarification. Offers will be prepared based on the information in the Award Documentation and any clarifications that may be issued by the AC regarding it. During the preparation of offers, responses to clarification requests or official clarifications issued by the AC (if any) will be part of the Award Documentation. All clarifications (responses to received requests and those issued officially) will be available in the section 'List of Clarifications, Notifications, and Decisions' in the Participation Announcement.
