Brief
This public procurement contract involves the supply of IT equipment, including laptops, monitors, multifunctional devices, and interactive displays. These items are necessary to support the implementation of the National Recovery and Resilience Plan (PNRR) in the educational sector, managed by the Ministry of Education and Research (MEC) through the Directorate General for PNRR (D.G.I.P.N.R.R.). The awarding procedure will be conducted online, with the publication of the award documentation, and any economic operator engaged in supplying the products subject to this procurement can participate. According to Article 160, paragraph (1) of Law no. 98/2016, any interested economic operator has the right to request clarifications or additional information regarding the award documentation. To provide operators with sufficient time to analyze the award documentation and, if necessary, submit requests for clarifications, the contracting authority (AC) establishes a period of 18 days before the deadline for submitting offers during which clarification requests can be sent. These requests must be submitted exclusively through the SEAP by accessing the dedicated 'Questions' section, in an editable format, signed with an extended electronic signature. In compliance with Article 161, paragraph (1) of Law no. 98/2016, the AC will publish a consolidated response to all clarification requests on the 11th calendar day before the deadline for submitting offers. If any changes occur after the publication of the participation announcement, the AC will publish a corrigendum to the initial announcement, which will be published no later than 6 working days before the established deadline for submitting offers. Changes can be issued at any time before the deadline for receiving offers; however, the AC will allow, if necessary, a sufficient time frame for preparing offers by extending the deadline for receiving offers. The deadline will be extended by a period determined proportionally to the content of the information included in the clarification. Offers will be prepared based on the information in the award documentation and any clarifications that may be issued by the AC regarding it. During the offer preparation period, responses to clarification requests or official clarifications issued by the AC (if any) will be part of the award documentation. All clarifications (responses to received requests and those issued ex officio) will be available by accessing the 'List of Clarifications, Notifications, and Decisions' section in the participation announcement using the interface: http://sicap-prod.e-licitatie.ro/pub. If the clarifications issued by the AC involve changes to the participation announcement, any corrigenda published by the AC will be available to any interested economic operator by accessing the 'List of Corrigenda' section in the participation announcement associated with this procedure through the public procurement electronic system, using the interface: http://sicap-prod.e-licitatie.ro/pub. To ensure transparency and traceability of information within the system, responses to clarification requests will be published in SEAP without disclosing the identity of the requesters, in the dedicated 'Questions' section.
