Food Supply Framework Agreement in Romania

The contracting authority aims to procure various food products through this procedure. The products include sliced white bread, ladyfingers, biscuits, pasta, sugar, related products (cake bases, desserts), chocolate and sugary products, tea, spices, herbs, yeast, and baking powder. The procurement is divided into the following lots: Lot 1 - Bread, Lot 2 - Ladyfingers, biscuits, and pasta, Lot 3 - Sugar and related products (cake bases, desserts), chocolate, and sugary products, Lot 4 - Tea, spices, herbs, yeast, and baking powder. These products will be delivered according to the specifications outlined in the terms of reference. The open tender aims to establish a framework agreement for a period of 12 months. Subsequent contracts will be awarded based on the availability of allocated financial resources. The framework agreement will be concluded with a maximum of two economic operators ranked by the price offered, provided that there are two qualified operators who meet the requirements outlined in the award documentation. If there are fewer than two qualified operators, the framework agreement will be concluded with the qualified operator. The award criterion for the supply framework agreement is 'Best value for money.' The contracting authority will sign the framework agreement only with the operators ranked first and second. Payments will be made via bank transfer within 30 calendar days from the date of invoice validation in the national invoicing system E-invoice, and exceptionally within a maximum of 60 calendar days if the main budget authority has not approved the annual expenditure budget. Economic operators may request clarifications or additional information regarding the award documentation 18 days before the deadline for submitting offers. The contracting authority will respond clearly and completely to all clarification requests regarding the award documentation as required by law, 11 days before the offer submission deadline. ESTIMATED VALUE EXCLUDING VAT FOR THE FRAMEWORK AGREEMENT: Lot 1: minimum 9,250.00 lei and maximum 1,070,117.70 lei; Lot 2: minimum 98,099.00 lei and maximum 1,233,229.50 lei; Lot 3: minimum 64,392.50 lei and maximum 687,683.00 lei; Lot 4: minimum 48,779.50 lei and maximum 429,379.50 lei. The estimated total value excluding VAT for the framework agreement is: minimum 220,521.00 lei and maximum 3,420,409.70 lei. ESTIMATED VALUE EXCLUDING VAT FOR THE LARGEST SUBSEQUENT CONTRACT: Lot 1: 535,057.00 lei; Lot 2: 616,484.00 lei; Lot 3: 356,257.50 lei; Lot 4: 213,831.75 lei. The total estimated value excluding VAT for the largest subsequent contract is 1,721,630.25 lei.
