Food Supply Contract for Frozen Fish and Canned Fish

The contracting authority aims to procure food products including frozen fish, canned fish, oil, margarine, halva, mineral water, still water, and non-carbonated juice for the following lots: LOT 1 - FROZEN FISH, LOT 2 - CANNED FISH, LOT 3 - OIL, MARGARINE, HALVA, LOT 4 - MINERAL WATER, STILL WATER, NON-CARBONATED JUICE, LOT 5 - MINERAL WATER FOR EMPLOYEES. These products will be delivered according to the specifications outlined in the terms of reference. The open tender aims to establish a framework agreement for a period of 12 months. Subsequent contracts will be concluded based on the availability of allocated financial resources. The framework agreement will be awarded to a maximum of 2 (two) economic operators ranked by the price offered, provided that there are two qualified economic operators. If there are fewer than two qualified operators, the framework agreement will be concluded with the qualified operator. The award criterion for the framework agreement is "Best Value for Money." The contracting authority will sign the framework agreement only with the operators ranked first and second. Payments will be made via bank transfer within 30 calendar days from the date of invoice validation in the national invoicing system E-invoice, and exceptionally within a maximum of 60 calendar days if the main budget authority has not approved the annual expenditure budget. Economic operators may request clarifications or additional information regarding the award documentation 18 days before the deadline for submitting offers. The contracting authority will respond clearly and completely to all clarification requests in accordance with the obligation set out in Article 160, paragraph 2 of Law 98/2016, 11 days before the deadline for submitting offers. The minimum/maximum quantities of the framework agreement and the largest estimated subsequent contract are detailed in the terms of reference. ESTIMATED VALUE EXCLUDING VAT FOR THE FRAMEWORK AGREEMENT: Lot 1: minimum 14,692.00 lei and maximum 182,486.00 lei; Lot 2: minimum 22,945.40 lei and maximum 275,128.80 lei; Lot 3: minimum 24,261.50 lei and maximum 296,433.00 lei; Lot 4: minimum 15,798.50 lei and maximum 190,366.00 lei; Lot 5: minimum 3,624.80 lei and maximum 7,268.00 lei. The estimated value excluding VAT for the framework agreement is: minimum 81,322.20 lei and maximum 951,681.80 lei. ESTIMATED VALUE EXCLUDING VAT FOR THE LARGEST SUBSEQUENT CONTRACT: Lot 1: 91,243.00 lei; Lot 2: 138,464.40 lei; Lot 3: 147,026.50 lei; Lot 4: 94,970.50 lei; Lot 5: 3,624.80 lei. The total estimated value excluding VAT for the largest subsequent contract is 475,329.20 lei.
