Security Services Framework Agreement in Romania

The contracting authority aims to procure mobile security and intervention services through this procedure. The services will be provided according to the specifications and conditions outlined in the terms of reference. The framework agreement will be concluded with a maximum of two economic operators, provided that there are at least two qualified operators who meet the requirements specified in the award documentation. If there are fewer than two qualified operators, the framework agreement will be concluded with the qualified operator. The award criterion for the framework agreement for mobile security and intervention services is 'best value for money.' The contracting authority will sign the framework agreement only with the operators ranked first and second. Payment will be made via bank transfer within 30 days from the validation date of the electronic invoice in the national electronic invoicing system RO e-Factura, and exceptionally within a maximum of 60 calendar days according to Article 7, paragraph 1 of Law no. 72/2013, as amended. Economic operators may request clarifications or additional information regarding the award documentation 18 days before the deadline for submitting offers. The contracting authority will respond clearly and completely to all requests for clarifications regarding the award documentation as required by Article 160, paragraph 2 of Law 98/2016, 11 days before the deadline for submitting offers. The minimum and maximum quantities of the framework agreement and the largest estimated subsequent contract to be concluded during the execution of the agreement are detailed in the terms of reference. ESTIMATED VALUE EXCLUDING VAT FOR THE FRAMEWORK AGREEMENT: minimum 3,317,394.96 lei and maximum 5,897,591.04 lei. ESTIMATED VALUE EXCLUDING VAT FOR THE LARGEST SUBSEQUENT CONTRACT: 3,317,394.96 lei.
