Large Passenger Vehicles Procurement 2025-2027

This procurement framework is focused on acquiring large passenger vehicles and related services as defined in the framework agreement and its annexes. The contract period is two (2) years, with Hansel having the option to extend the framework agreement for an additional two (2) years under the same terms. The estimated value of the framework agreement is between 9,500,000 and 13,500,000 euros (excluding VAT), including the option period. The maximum value of the framework agreement is 13,500,000 euros (excluding VAT). These figures are based on information provided by participating clients regarding the use of the framework agreement. The most significant clients expected to utilize this framework during the contract period include the Ministry of Foreign Affairs, the Prime Minister's Office, and the Police Administration. Determining the monetary value of the procurements is complicated by the presence of clients within the budgetary framework, whose initially allocated funds may experience unforeseen changes during the framework agreement period. Additionally, estimating the price development of vehicles poses challenges. Approximately 90% of the estimated total value (excluding VAT) is expected to come from the vehicles themselves, while around 10% will be for factory-installed accessories and equipment installed during the vehicle outfitting service. The share of other services included in the estimated total value (excluding VAT) is expected to be very minimal.
