    Brief

    The Birmingham City Council is reopening its Flexible Contracting Agreement (FCA) for Externally Provided Day Opportunities. These opportunities, often known as day centres, offer essential services for individuals with care and support needs, as well as their caregivers, primarily during daytime hours. The services provided are crucial in two main ways: • They offer meaningful activities that include learning, stimulation, and recreation, which promote independence, skill development, preparation for employment, social interaction, and companionship. • They provide essential respite for unpaid caregivers. Day Opportunities cater to individuals with autism, learning disabilities, physical disabilities, acquired brain injuries, older adults (including those with dementia), mental health issues, and other assessed support needs. The FCA operates on the principles of a Dynamic Purchasing System and will be reopened on an as-needed basis, determined by the Council's discretion, citizen needs, and market availability. The FCA will last for 5 years starting from July 16, 2025, with an option to extend for an additional 2 years, contingent on satisfactory performance and budget availability. The duration of individual contracts will depend on specific care package requirements, and care services may continue under these arrangements until the contract ends, as outlined in the contract terms. The Request to Participate (RTP) application process for the FCA will be conducted through the Council's e-tendering portal on Intend (www.in-tendhost.co.uk/birminghamcc). All applications must be submitted via this portal by noon on October 3, 2025. Access to the e-tendering portal is free throughout the procurement process, and the system is secure, with access to RTPs limited to authorized Council employees and their advisors. Interested suppliers must submit a Request to Participate (RTP) via the e-tendering portal by the deadline.
